Currently there is a company from San Antonio putting seal coat in the Birds Nest Court cul-de-sac.
Is this paid for through WTC MUD WTCMUD1 Operations & Services or by another government entity?

Williamson County. WTC MUD 1 does not have road authority, so roads (and sidewalks) are under the authority of the counties.

It could also be AT&T contractors sealing over the fiber microtrenches that were just done on that street. Unless water is involved, it’s probably not the district.
